Seth wanted to have fun with this comic book.  He wanted to show that it was not a serious subject; it's a comic book!  
This page is his tongue in cheek introduction to the heroes, heroine, and villain of the piece, shown as big-headed cartoon characters.  
In the printed page, the upper left corner reads, "STARRING!", with the names of each of the monsters.  The characters, either from their big-headed portraits, or from their more normal proportioned drawings below, talk about the state of emergency brought on by the appearance of these monsters once believed to be dormant.
