Here, at the beginning of the second issue of the Batman story, Batman has chosen the people he wants on his team, and he begins to recruit them.  Each one has a particular set of skills and mindset that he considers useful for his team.  
This is Gerard Van Daalen, former Green Beret, a guy looking for something to give him a sense of purpose.  The text says that he is "wound up tight...like a missile with no guidance system...a hammer in a room full of nails."  But without any text on this page, we might come up with the same words.  From the rundown look of his apartment in the first frame, to the off-kilter slant of the second and third frames, to his kicking down the door ("Kronk, THAM"), and finally to the last frame where he stands, gun at the ready, with Batman right behind him, Seth has shown us his edginess, his "shoot first, ask questions later" attitude.
