If Seth's aim was to make every page he did beautiful (and it was), this is certainly one of the most beautiful, especially from this story.  The urban landscape with its many different types of buildings, the clouds, the differences in perspective from one panel to the next, and especially, the almost fairytale look of the top panel coupled with the close-up, face only bottom panel all combine to give this page a beauty that is moving and compelling, regardless of the fact that what is happening is that Inspector Gordon is shouting imprecations at Batman.
