This stunning page shows Inspector Gordon furious at Batman for his presumption.  While Gordon and his men were doing police work, slow and methodical, to catch their mark, Batman blew in with theatrics, allowing the escape of the one man the police most wanted.  
This is another page that the DC editors changed: no halos or hearts around Batman, no matter how (disingenuously) contrite he is.  In the final edition, the halo and heart in the center bottom frame have been excised.
